User-made site themes

Not that I have any intention of designing a theme, but...
I suggest that users be able to pitch themes to the admins, because we have a lot of talented people at this forum who might be interested in designing something for the site, especially since lately so many new images are coming out that have a lot of theme potential. We could maybe have a contest, and have other users vote or something.
