So in your example, the guy had an easier time asking a chick he didn't know, I'm sure of it. If you have seen her more than once, it keeps getting harder and harder everytime. Man asking chicks out it hard sh*t, don't let anyone fool you... But please don't make it harder on yourself by waiting. She already knows her answer, you just need to find out. If she likes you, she likes you, if she doesn't you can't change that. So my friend just remember that and ask her. Don't think about how bad it will hurt when she says no, think about how good it will feel when she says yes!

So to wrap up asking out is like this, easier to ask random stranger out, harder to ask friend out. If you wait, it will only get harder. And lastly, think positive, and just because one girl likes/dislikes you, does not mean the others feel the same way. You never know who is looking at you and day dreaming :)
