I think it's hard to find who made the dress because Utada or the people she worked with didn't say much about who designed the dress. The only credits given are to the people who did the Passion song with her, the filming of PV, and where the PV was filmed. Like most of her clothes in her videos, I don't know who designed them, but they are awesome.
