You should listen to Omodaka, they are so unique (too unique maybe..).
Omodaka is a collaboration between an electronic musician/dj, an enka singer, and an animation director. They works are very cool! They even cover some legendary song such as Asadoya Yunta, J.S. Bach's Cantata No.147, even the 1000 year old Kokiriko Bushi (Japan's oldest known folk song).

Another singer came to mind again, Salyu. She's quirky as well and pretty experimental. Like Shiina, she's has a distinctive voice and her music is an acquired taste to some. But for me, it was love at first listen. xD
