I don't know about Lyra brand but usually oil pastels come in the softer ones where its chunky feel and smooth and the harcd oil pastels which is almost chalk like. And it depends on how you use it and what you tend to like doing. If you're a blendy type person like me, i usually like the softer pastels since it gives me a better leeway to mix different types, but its still chunky so its hard to blend as i like. Hard pastels i think you can still use it but i don't seem as fond of it but i still use that on top of my softer ones XD so you can go ahead and apply it straight on or you can try experimenting them to see what you like and what you'll do with it.
