This is very interesting stuff, Kayoko, but there is a major stumbling block, financial governance to share holders, 75% of the UK Premier League clubs are PLC?s public limited companies (Limited liability), UEFA has no recourse in law, these rules are meaningless, UEFA don?t have any legal foundations to regulate a PLC, it?s embarrassing, let?s for a moment look at player salaries, Premier League's clubs will need to reduce player?s salaries by at least 30% in keeping within the UEFA?s financial fair play rules to complete in European competitions, the upshot of this, as Kayoko says is that all clubs completing in the Champions League and Europa will need to break even, and not make persistent losses, from 2012/13.....
Looking at accounts submitted for 2008-09, out of the 20 Premier League clubs' that published, 14 made substantial losses, with Blackburn Rovers summiting a ?3.6m profit after declaring a ?5m loan from the club's owners, a loan that will fly in the face of UEFA?s new rules, however a PLC can speculate to accumulate, raw capitalism tooth and claw, no UEFA rule can circumvent EU finance regulations, any losses incurred that can be attributed to UEFA?s new ?rules? would be redeemable through current legislation when presented to the European court of Justice....I.e. the very definition of statutory law, legislature that has been enacted by a other governing body, or another source of law is judge enacted law or case law, this is another UEFA wet dream..
